governors like texas' rick perry wants to vote no on obama-care in his own way. but those governors their version is to secede from healthcare, and they're just dancing for the tea party. i know that. here's my prediction. all those governors, they will all opt in eventually. why? opting out is going to end their political careers. let's use rick perry as an example since he's threaten to go mess with texas. under obama-care most of texas' 6 million uninsured are going to get access to healthcare and federal aid. but that rational argument does not appeal to tea partyers like perry, turning down federal money is a badge of honor for them. but texans are still going to pay for healthcare reform. turning down the medicaid expansion means rejecting $76.3 billion in texas alone for five years. so texans are still going to pay billions in federal medicare taxes, but those texans are not going to get any of the benefits. does rick perry really want to campaign on that? does he want to tell texans, yeah you're giving a chunk of your weekly paycheck to beneficiaries in new york. texans fund

people want. rick perry is adding his voices to the debate. yesterday, he reaffirmed his position that candidates should be open about their tax documents, although he wouldn't specifically mention romney. but we know it's what he is thinking. perry called on romney to release his returns back in the primaries in late january. obviously, romney put out his 2010 returns and an estimate for 2011 but nothing else. it doesn't look like we can expect anything else at least any time soon. romney's brushing off those remarks from the g.o.p. telling a local pittsburgh station yesterday, people in his party think this is a non-issue and if he just releases those returns, all of this will go away. that, in his experiences, if he does put out his returns, the democrats will twist them into a negative talking point. so now we've got ron paul and rick perry in the mix, and interesting that both those requests come from texas since that's where the president was campaigning yesterday. mr. obama says he wants to be a pioneer of insourcing rather than the outsourcing pioneer he has lamed romney.

health care laws, but the law i pass is here to stay. >> joining me now is melissa harris-perry. host of the "melissa harris-perry" sh harris-perry" show. thank you for being here. >> thank you. >> strong words from the president today on the law. what kind of message is that sending to the governors? >> well, i hope he's just being really clear. part of what's happened here is first you have the attempt to block this law ever being passed. started with republicans in the u.s. house of representatives. then you have the attorneys general bringing suit against the law in order to bring it to the supreme court. the supreme court has now ruled the law constitutional. now you basically have these republican governors saying okay, yes, the law has been passed. yes, the law has been deemed constitutional, but we're not going to enact this portion of the law because this is the portion of the law we have the right to opt out of. which they areç accurate on. but to opt out of it is to basically say those poor people who live in my state -- and i mean people who are actually poor. who do not

kornblut and perry bacon jr. thanks for joining me. >> thanks for having us. >> anne, when you look at it, what is the narrative here? has it changed on the jobs number from the last time? should we expect it to change in any dynamic way in the presidential campaign? >> no, it hasn't changed much and it would be hard to imagine a world where it could change dramatically between now and november. only four more reports are left to come. it was pretty good in the beginning of theear, it started to slow down obviously in the last couple of months. the white house line has been, there's been some improvement, we're not there yoet. romney is seizing on these. the question is, the votesers already know the economy is bad or whether this is a potent reminder to shift numbers. i do think both campaigns are aware as you see that pretty much by labor day people's feelings about the economy are going to be set. after labor day it's very hard to dramatically change people's minds. >> perry, what do you think is the best political approach for the president as we move forward? also, does the tra
